Uruguay has engaged with the International Renewable Energy Agency (IRENA) to explore ways to incorporate IRENA’s FlexTool methodology into the country’s planning process.

Uruguay has already a high penetration of Variable Renewable Energy (VRE) and a renewable energy share close to 100%. Uruguay’s power system has a high interconnection capacity but the lack of an active cross-border market results in high shares of VRE curtailment. The VRE penetration is expected to increase towards 2030, which could lead to higher shares of VRE curtailment.

In this flexibility assessment IRENA, together with the Ministry of Industry Energy and Mining (Ministerio de Industria, Energía y Minería – MIEM), analyses whether the Uruguayan power system would be flexible enough in 2030 and proposes a set of solutions to avoid VRE curtailment, such as sector coupling or the implementation of an active cross-border market with neighboring countries.

Based on the analysis, MIEM recognises the IRENA FlexTool as a useful complement to their planning tools providing and added set of flexibility indicators and allowing integrated assessments of sector coupling.
